The conference aimed to assess production and export performance and propose solutions to achieve export growth targets, contributing to the goal of double-digit economic growth.
- Agriculture and environment sector launches peak campaign against smuggling and counterfeit goods: The peak campaign will take place from May 15 to June 15, 2025, focusing on inspections of food safety violations, counterfeit and harmful food products, goods of unknown origin, forest products, aquatic products, production and trade of crop varieties, livestock breeds, fertilizers, and counterfeit plant protection products. Inspections will be concentrated in localities with complicated developments and frequent violations.
- Launching the National Plan for the Prevention and Control of Avian Influenza, Foot-and-Mouth Disease, and African Swine Fever: Deputy Prime Minister Ho Quoc Dung signed Decision No. 779/QD-TTg dated May 2, 2026, promulgating the National Plan for the Prevention and Control of Avian Influenza, Foot-and-Mouth Disease, and African Swine Fever for the 2026 - 2030 period. The plan is expected to reduce dangerous livestock disease outbreaks by at least 30% by 2030.
- Strong decentralization to streamline procedures for international exchange of livestock genetic resources: The Ministry of Agriculture and Environment has issued Decision No. 1829/QD-BNNMT. Notably, the decision revises two procedures related to the international exchange of livestock genetic resources, with stronger decentralization to local authorities, simplified processing procedures, and greater facilitation for organizations and individuals.
- Government calls for removing bottlenecks for enterprises investing in agriculture: On May 8, 2026, at the “Conference on Promoting Agro-Forestry-Fishery Exports and Ensuring the 2026 Export Growth Target,” the Government emphasized the urgent need to remove obstacles related to mechanisms, markets, capital, and infrastructure in order to attract stronger enterprise investment in agriculture.
INTERNATIONAL AGRICULTURAL ECONOMY
- Godzilla El Nino threatens agriculture in Southeast Asia: Forecasts of an extremely strong El Nino cycle are putting Southeast Asia at risk of severe droughts, flash floods, and serious haze in 2026, directly threatening agricultural production, water resources, and food security for hundreds of millions of people across the region.
- EU considers strategic fertilizer reserves: The European Commission is considering mechanisms for fertilizer reserves, joint procurement, and support for domestic fertilizer production within the bloc in order to safeguard food security against risks from gas prices, transportation disruptions, and conflicts in the Middle East.
- China revises its Agriculture Law: A draft amendment to the Agriculture Law has been submitted for first review at a session of the Agriculture and Rural Affairs Committee of the National People’s Congress. The move aims to strengthen food security, promote high-quality agricultural development, and accelerate the modernization of rural areas.
- FAO warns of the risk of a global food crisis: FAO has warned that disruptions in the Strait of Hormuz could trigger a “global agri-food shock” within the next 6 to 12 months. According to FAO, approximately one-third of the world’s fertilizer supply passes through this area. As a result, tensions in the Middle East are driving up energy and fertilizer prices, placing significant pressure on the global agricultural sector.
- China commits to purchasing at least USD 17 billion worth of U.S. agricultural products annually during 2026 - 2028: Following the summit between President Donald Trump and President Xi Jinping in Beijing, the commitment immediately affected global agricultural markets. Soybean prices rose by around 2%, while wheat and corn prices both increased by more than 3% within just a few trading sessions at the beginning of the week. In addition, the market remains concerned about rising fertilizer costs due to the crisis in the Middle East.
- Russia and China tighten disease control in meat trade: Russia and China have issued a joint statement on strengthening disease control in the trade of beef and pork. The move comes as Russia records multiple outbreaks of livestock diseases in Siberia, raising concerns over the safety of the global meat supply chain.
