TAY NINH – On May 19, an ambitious series of events centered on high-tech agricultural applications and export market development launched in Tay Ninh's Tan Chau District. This landmark initiative is a joint venture between the Ministry of Agriculture and Rural Development (MARD), the Tay Ninh Provincial People's Committee, the Netherlands' De Heus Group, and Hung Nhon Group.
The event series encompassed several key activities: the inauguration of the DHN Tay Ninh High-Tech Livestock Farming Zone, the announcement of seven pivotal projects within the "DHN Tay Ninh High-Tech Agricultural Complex," the recognition of Tay Ninh as a disease-safe zone, and the declaration of plans to export poultry products to the Halal market.
This marks what is arguably the largest and most significant international-scale agricultural event series ever held in Tay Ninh and the Southeast region, drawing nearly 1,000 delegates and guests. Central government leaders in attendance included Mr. Tran Luu Quang, Member of the Party Central Committee and Deputy Prime Minister; Mr. Vu Thanh Mai, Deputy Head of the Central Propaganda Department; Mr. Nguyen Hong Son, Deputy Head of the Central Economic Commission; Mr. Phung Duc Tien, Deputy Minister of Agriculture and Rural Development; Ms. Nguyen Minh Hang, Deputy Minister of Foreign Affairs; Ms. Phan Thi Thang, Deputy Minister of Industry and Trade; along with former leaders of the Ministry of Agriculture and Rural Development, and representatives from ministries such as Foreign Affairs, Planning and Investment, Natural Resources and Environment, Information and Communications, Industry and Trade, and the Vietnam Chamber of Commerce and Industry (VCCI).
Representing Tay Ninh Province were Mr. Nguyen Thanh Tam, Member of the Party Central Committee, Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Council; Mr. Nguyen Thanh Ngoc, Deputy Secretary and Chairman of the Provincial People's Committee; and leaders from various provincial departments, agencies, cities, districts, and towns.
Leaders from over 20 provinces and cities nationwide also attended the events, including Binh Phuoc, Dong Nai, Gia Lai, Dak Lak, Kon Tum, Bac Ninh, Dong Thap, Vinh Long, Hai Phong, Hanoi, and Ho Chi Minh City.
From the business sector, attendees included Mr. Gabor Fluit, Global CEO of De Heus; Mr. Johan Van Den Ban, General Manager of De Heus Group for Vietnam, Cambodia, Myanmar, and India; Mr. Vu Manh Hung, Chairman of Hung Nhon Group; and Mr. Ben Cliteur, General Director of Belga Vietnam and Myanmar.
Notably, the series also saw the participation of His Excellency Kees van Baar, Ambassador Extraordinary and Plenipotentiary of the Kingdom of the Netherlands to Vietnam; His Excellency Mohamma Lutfor Rahman, Ambassador Extraordinary and Plenipotentiary of the People's Republic of Bangladesh; along with diplomatic delegations from consulates general and commercial attachés of Australia, the U.S., Canada, Denmark, Hungary, Spain, Portugal, Italy, China, Mongolia, Malaysia, the Philippines, Laos, Myanmar, Thailand, and Pakistan. Provincial governors and deputy governors from Tay Ninh's border provinces in Cambodia, such as Svay Rieng, Prey Veng, Tboung Khmum, and Kampong Cham, were also present.
Furthermore, the events were attended by international businesses and associations, including the European Chamber of Commerce in Vietnam (EuroCham), the American Chamber of Commerce in Vietnam (AmCham), the Belgian-Luxembourg Chamber of Commerce in Vietnam (BeLuxCham), the Australian Chamber of Commerce in Vietnam (AusCham), and the Korean Chamber of Commerce and Industry (KoCham). Hundreds of leading businesses from Islamic countries (the Halal market), as well as clients and partners of Hung Nhon, De Heus, Bel Ga, high-tech poultry farms in Vietnam, and international partners in agricultural import-export, also participated in the series.
Kicking off the landmark agricultural event series, Mr. Vu Manh Hung, Chairman of Hung Nhon Group, underscored Tay Ninh's pivotal role in the group's strategic development. He referenced the Prime Minister's approval of Tay Ninh Province's master plan for 2021-2030, with a vision to 2050, which was announced on May 5.
At that earlier conference, Mr. Hung had the honor of presenting an assessment of the planning decision and Tay Ninh's investment environment, where he detailed Hung Nhon's projects in the province. According to Mr. Hung, Hung Nhon consistently prioritizes Tay Ninh in its development strategy. This commitment was formalized in June 2023, when the Tay Ninh Provincial People's Committee, De Heus, and Hung Nhon signed a Memorandum of Understanding (MoU) to invest approximately 2.5 trillion VND in high-tech agricultural projects in Tan Chau District.
"To demonstrate our determination and professionalism, we broke ground on Phase 1 of the project just one month after signing the MoU with Tay Ninh Province," Mr. Hung stated. "After more than 10 months of construction and completion, today we are proud to inaugurate Phase 1 of the project."
Mr. Hung emphasized that all projects implemented by Hung Nhon in Tay Ninh apply 100% high-tech solutions in line with international standards from the Netherlands, Germany, and Belgium. Furthermore, these projects incorporate environmentally friendly and energy-saving measures in livestock farming and organic cultivation, meeting both Vietnamese and international specialized technical standards and regulations.
Speaking at the agricultural event series, Deputy Minister of Agriculture and Rural Development Phung Duc Tien expressed his excitement and pride regarding the standing of Hung Nhon, recognizing it as an agricultural enterprise with the capability and potential to collaborate with De Heus, a global leader in the agricultural sector.
Deputy Minister Tien also commended the Tay Ninh provincial leadership for their proactive and astute efforts in attracting investment, particularly within the agricultural domain. "The core value of this event is not merely about restructuring and reshaping Tay Ninh province's livestock industry," he affirmed, "but also serves as a model for the industrialization and modernization of the livestock sector, aligning with the strategy approved by the Prime Minister."
Speaking at the May 19 event series, Mr. Nguyen Thanh Ngoc, Chairman of the Tay Ninh Provincial People's Committee, echoed sentiments from the province's master plan announcement two weeks prior. He reiterated the Provincial People's Committee's conference to unveil the Prime Minister's Decision approving Tay Ninh's provincial master plan for 2021-2030, with a vision to 2050. To achieve these ambitious goals, he stressed the indispensable contributions of businesses, particularly those with investment projects aligning with Tay Ninh's seven development breakthroughs. These include: infrastructure development, human resource development, institutional reform, small and medium-sized enterprise growth, sustainable development (Green Tay Ninh), tourism development, and service economy expansion.
According to Chairman Ngoc, the DHN Tay Ninh High-Tech Agricultural Complex, a joint venture between De Heus and Hung Nhon groups, stands out as a project that has garnered significant attention and strong support from provincial leadership. This is due to its 100% application of high technology, adhering to international standards from the Netherlands, Germany, and Belgium. Furthermore, the project incorporates environmentally friendly measures and energy-saving practices in livestock and organic cultivation, meeting both Vietnamese and specialized international technical standards and regulations. This comprehensive approach, Mr. Ngoc emphasized, perfectly aligns with the Prime Minister's approved master plan for Tay Ninh Province.
Explaining De Heus Group's decision to make Tay Ninh a key investment hub, Mr. Gabor Fluit, Global CEO of De Heus, highlighted the province's significant potential and strengths in attracting Foreign Direct Investment (FDI), particularly in high-tech agriculture.
Mr. Fluit listed numerous advantages that drew De Heus to Tay Ninh, including its location within Vietnam's Southeast region. He noted its strategic position as a "bridge connecting Ho Chi Minh City and Phnom Penh, Cambodia," and its status as one of the provinces in the Southern Key Economic Region. Tay Ninh also boasts a long 240km border, featuring three international border gates, three main border gates, and ten sub-border gates. Looking ahead, Mr. Fluit pointed to crucial upcoming transportation projects that will further enhance connectivity, such as the Ho Chi Minh City-Moc Bai Expressway, the Go Dau-Tay Ninh City-Xa Mat Expressway, and the Ho Chi Minh Road.
Mr. Fluit also elaborated on seven key projects planned for Phase 2 of the DHN Tay Ninh project. These include a breeder farm system, export-oriented broiler farms, and a food processing plant. He emphasized that these are vital components of the integrated De Heus-Hung Nhon supply chain.
Further expanding agricultural development in the province, representatives from the Tay Ninh Provincial People's Committee, Hung Nhon Group, and ORVIA Vietnam Company signed a Memorandum of Understanding (MoU) at the event series. This agreement outlines a collaborative effort to invest in the development of breeding ducks, commercial ducks, and the production of organic fertilizers meeting USDA/EU Organic standards. The initiative also includes the establishment of a raw material zone for animal feed production. The project will be implemented in two phases.
The newly announced partnership between the Tay Ninh Provincial People's Committee, Hung Nhon Group, and ORVIA Vietnam Company will unfold in two distinct phases, with a total investment of 2 trillion VND.
Phase 1 (2025-2027) will focus on:
- Establishing a modern, high-tech duck hatchery spanning approximately 2 hectares, capable of supplying 1.2 million ducklings annually to the market.
- Constructing an organic fertilizer production plant covering about 20-30 hectares. This facility will utilize 30,000-50,000 tons of local livestock waste to produce and supply an estimated 120,000-150,000 tons of organic and microbial fertilizers certified to USDA/EU Organic standards.
Phase 2 (2027-2030) will see:
- Investment in high-tech livestock farms totaling 80 hectares. These farms are projected to supply approximately 4 million breeding ducks and 18 million commercial ducks annually to both the domestic market and for export to Halal and international markets.
New Halal Production Chain Collaboration Formed
In a separate but equally significant development at the event, Hung Nhon, alongside De Heus, Ngoc Bich Company, and The World of Knowledge and Connection Company, signed a cooperation agreement. This partnership aims to link production and supply of livestock products according to Halal standards.
Under this agreement:
- De Heus will provide Halal-certified animal feed and aquaculture feed to the Ngoc Bich - The World of Knowledge and Connection chain.
- The Hung Nhon - Ngoc Bich chain will implement high-tech farming processes to produce Halal-compliant livestock products.
- The World of Knowledge and Connection will provide consultation and guidance on Halal production procedures to all parties, as well as handle the necessary certification processes

In a meaningful sideline activity of the May 19 event series, the DHN Charity Fund, in collaboration with the National Assembly Delegation of Tay Ninh Province, demonstrated its commitment to social welfare. The fund donated 500 million VND to support the construction of "gratitude" and "compassion" homes in Tan Chau District, Tay Ninh Province.
Beyond this substantial contribution, the DHN Charity Fund also presented a savings book valued at 50 million VND to Heroic Vietnamese Mother Pham Thi Nam. Additionally, 10 struggling families designated as beneficiaries of state policies in Tan Chau District received similar support, underscoring the fund's dedication to assisting vulnerable members of the community.
