On June 2nd, the "Forum for Connecting Investment Businesses and Developing Tay Ninh Province's High-Tech Agricultural Ecosystem 2023" took place in Tay Ninh City, Tay Ninh province.
The forum was attended by Deputy Minister of Agriculture and Rural Development Phung Duc Tien, Mr. Daniel Stork, Consul General of the Kingdom of the Netherlands in Ho Chi Minh City, leaders from Tay Ninh province, Mr. Gabor Fluit, Chairman of the European Chamber of Commerce in Vietnam (EuroCham), and Mr. Vu Manh Hung, Vice Chairman of the Digital Agriculture Association of Vietnam (VIDA) and Chairman of Hung Nhon Group, alongside representatives from dozens of other businesses.
In his opening speech, Mr. Nguyen Thanh Ngoc, Chairman of the Tay Ninh Provincial People's Committee, highlighted Tay Ninh's abundant land, fertile soil, favorable climate, and extensive water resources from Dau Tieng Lake, all of which create significant potential for the province's high-tech agricultural development.
With its strategically important geographical location, diverse and rich potential, and vast development space, Tay Ninh has identified four strategic breakthroughs. Among these, developing high-tech agriculture along value chains is a crucial breakthrough aimed at accelerating the economic restructuring of rural agriculture. This shift will integrate multiple values, be inclusive, ensure sustainable development, and enable Tay Ninh farmers to prosper from agriculture.
"In the coming time, the agricultural sector will focus on transforming its crop structure to enhance added value and promote sustainable development. With its available land fund, the province is establishing 20 large-scale, high-tech agricultural production zones oriented towards value chain linkages. These include 13 crop cultivation zones, 5 livestock farming zones, and 2 mixed crop and livestock zones, totaling over 11,000 hectares," Mr. Ngoc emphasized.
He further detailed that Tay Ninh's agricultural production zones will be implemented in phases: 9 zones in the 2022-2025 period and 11 zones in the 2026-2030 period. The goal is for each certified high-tech agricultural production zone to form at least one value chain linkage for product consumption.
At the forum, Mr. Gabor Fluit, Chairman of EuroCham, remarked: "Tay Ninh holds a strategic position within the Southern key economic region, serving as a vital link to the Cambodian market. This role will significantly strengthen in the near future with the completion and operation of the Ho Chi Minh City - Moc Bai expressway. Tay Ninh also boasts abundant land resources, presenting an attractive opportunity for agricultural investment projects with high-value crops, large-scale livestock farming, and modern food processing ventures."
Mr. Fluit emphasized: "However, this requires high-quality human resources, modern technology, and robust financing. These are criteria that EuroCham investors can meet. With investment from European businesses, Tay Ninh can boost exports to the European market and, furthermore, potentially become a leading locality in applying high technology to agricultural production."
Mr. Vu Manh Hung, Vice Chairman of the Digital Agriculture Association of Vietnam (VIDA) and Chairman of Hung Nhon Group, shared that Hung Nhon currently owns 15 member companies and the DHN chain system, with 1,000 hectares of farms in the Southeast and Central Highlands regions.
Notably, the DHN high-tech agricultural complex chain is a joint venture with De Heus Group (Netherlands), which is also a member of EuroCham.
The DHN joint venture between De Heus and Hung Nhon aims to achieve the following by 2030:
- A capacity of approximately 10,000 great-grandparent and grandparent breeding pigs in the Central Highlands.
- 200,000 commercial sows in the Southeast, South Central Coast, and Central Highlands regions.
- 58 million breeding chickens and 25 million broiler chickens in Tay Ninh.
Additionally, a 14.8 million-bird breeding chicken farm in Tan Chau district, Tay Ninh province, is expected to become operational by the end of 2023.
"We hope that through this connection, Tay Ninh will welcome many more international investors, especially businesses from Europe. With their strong technology, experience, and financial potential, EuroCham enterprises will surely invest successfully in Tay Ninh, contributing to changing the face of the local rural areas towards sustainable development," Mr. Hung stated.
At the forum, Tay Ninh province signed multiple Memoranda of Understanding (MoU) for investment cooperation worth 4,600 billion VND with major corporations. Specifically:
- De Heus Vietnam (Netherlands) and Hung Nhon Group will conduct surveys and research for investing in several high-tech agricultural projects, with a total estimated investment of 2,500 billion VND.
- An MoU was signed between the Tay Ninh Provincial People's Committee and BaF Vietnam for a Meat Production and Processing Complex project, valued at 600 billion VND.
- An MoU was also signed between Tay Ninh province and Vietnam Dairy Products Joint Stock Company (Vinamilk) for a Dairy Factory Complex and Dairy Farm project, worth 1,500 billion VND.

On April 20, 2026, Hung Nhon Group and De Heus Group paid a visit and held a working session with the People’s Committee of Can Tho City to discuss the direction for agricultural development in the 2026–2036 period.
